Program/Project Manager
 
The Office of Information Technology (OIT) is the primary provider of technology services and solutions for 17 executive branch agencies. Technology operations are growing increasingly complicated due to digital disruption, aging legacy systems, siloed processes, and growing citizen expectations and needs. Increased internal collaboration and improved engagement with customers is essential for the success of OIT. The implementation of a Demand and Resource Management process will provide the foundation to reach this goal and position OIT as a trusted partner who can help our customers navigate the ever-changing government technology landscape.
 
This role is critical in driving the Demand and Resource Management process initiative to ensure the successful implementation and execution of the Program and Project activities, working to ensure the program aligns with the mission, goals, policies, and procedures of OIT.  The Program/Project Manager is integral in the coordination and administration of the Demand and Resource Management initiative including defining, planning, organizing, leading and coordinating initiative/process activities. The Program/Project Manager is accountable to project leadership to support the direction of the organization, implement long term goals and objectives to achieve the successful outcome of the initiative.  
 
The successful candidate will have experience in implementing organizational change projects, fostering culture change, understanding the project vision and driving down to the details to ensure OIT teams, stakeholders, and customers understand the plan, the activities, and success criteria critical to achieving program success. The successful candidate will be able to clearly articulate the project mission/vision/status while building relationships to gain support and drive the success of the project.

  • Project management experience and skills including planning work, managing details, keeping multiple tasks/projects on track, efficient time management, and doing whatever it takes to deliver reliable results

  • Has a demonstrated ability to plan, execute and iterate programs across multiple locations

  • Proficient in obtaining, organizing and analyzing data to make fact-based decisions and drive root cause analysis
 
Day to Day  Project Management:
  • Provides project management and direction to ensure the overall success of Demand and Resource Management initiatives by developing implementation plans including scope, objectives, schedule, deliverables, and success criteria that support initiative goals in collaboration with management and project sponsors
  • Develops an appropriate implementation plan that focuses on current and future objectives
  • Proactively manage changes in scope, identifies potential risks, and devises contingency plans
  • Determines the content of status reports from the team, troubleshoot problem areas and delivers overall progress reports to senior management
  • Conducts project post-mortem assessments and suggests improvements in process or procedures
 
Provides Strategic Project Management:
 
  • Proactively manage the full life-cycle of the initiative, including overall project plan, scope, change control, risks, issues, impacts, and reporting through standardization and best practice project implementation
  • Manages issues and proactively escalates critical issues for immediate resolution
Communication and collaboration
  • Communicates with all levels of team and leadership
  • Coordinates project related activities for team
  • Excellent written and verbal communication skills, with a track record of presenting actionable insights to senior management.
